About Us

The Ryan White Part B Program assists Ohioans living with HIV. Eligible clients must be linked with a case management agency to be enrolled and re-enrolled in Ohio’s Ryan White Part B HIV Client Services Program. The program is one of last resort, meaning the program can help cover some of the costs associated with living with HIV not otherwise covered by insurance or other community resources. Ryan White Financial Assistance

The purpose of Ohio’s Ryan White Part B HIV Client Services program is to assist eligible clients with some of the costs associated with living with HIV. To be eligible for the program, people living with HIV must be a resident of Ohio and have an income at or below 500 percent of the federal poverty level. The Ryan White Part B HIV Client Services Program funds agencies across Ohio to enroll clients in the program.

Services can include:

  • Medical.
  • Dental.
  • Mental health.
  • Medical transportation.
  • Referrals to community resources and support groups.
  • Assistance with applying for the Ohio HIV Drug Assistance Program (OHDAP).

The program is payor of last resort, meaning the program may cover some HIV-related costs not otherwise covered by insurance or other community resources. Please note that eligible clients must be linked with a case management agency to be enrolled and re-enrolled in Ohio’s Ryan White Part B HIV Client Services Program. There is no fee to participate, if eligible.

Individuals living with HIV who live in the Cleveland or Columbus area may be eligible for similar services through their local Ryan White Part A Program. Part A areas receive additional federal dollars due to a high number of HIV/AIDS diagnoses in their communities. Part A agencies can also assist their clients with enrolling in Ryan White Part B services. Please see below for the list of Part A counties and a link to their corresponding Part A program websites.

The following list contains some of the services NOT covered by Ryan White financial assistance:

  • Emergency room visits, urgent care.
  • Inpatient or outpatient surgery.
  • Hospitalizations.
  • Ambulances.
  • Doctor's visits while in the hospital.
  • Eye glasses.
  • Hearing aids.
  • Household items such as stoves, refrigerators, beds.
  • Rental furniture.
  • Clothing.
  • Pet food or products.
  • Car repairs or maintenance.
  • Car payments.
  • Auto insurance.
  • Taxes.
  • Tuition expenses or employment readiness services.
  • Syringe Service Programs.
  • Phone services.
  • Anything covered by Medicaid.
  • Services not listed on Ryan White Part B fee schedule.

Ryan White Part B Fee Schedule and OHDAP Formulary

The OHDAP formulary is an open formulary with some specific and class exclusions. Find a list of exclusions in the OHDAP formulary resource document.

Providers who are Ryan White Part B providers in Ohio agree to accept the set reimbursement rate of services, per the fee schedule. Additionally, only services found in the fee schedule are covered by Ohio’s Ryan White Part B Program. Insurance and any other potential payor sources must be billed before the Ryan White Part B Program will pay for services. Become a Ryan White Part B Provider

The Ryan White Part B Program engages community medical care, mental health, and oral health providers in order to increase access to core services for people living with HIV. By becoming a Ryan White Part B provider, you will be helping to improve the quality and accessibility of healthcare for people living with HIV in Ohio.

Prevention Assistance Program Interventions (PAPI)

PAPI is ODH’s PrEP assistance program. ODH is currently enrolling PAPI providers into the system. Providers include both pharmacies and medical providers. Medical providers can either provide PrEP care based on ODH HIV Prevention’s fee schedule and be reimbursed for services (full-care provider) or they can be co-pay providers where the state pays the client’s co-pays associated with PrEP care.

To become a PAPI provider, complete the Provider Request and email it to PAPI@odh.ohio.gov. More detailed information about PAPI can be found on the PAPI webpage.
