
Alcohol & Drug Testing Program
The Alcohol/Drug Testing Approval and Permit Program helps to formulate and enforce the Director of Health’s Administrative Rules OAC 3701-53-01 through 11. Functions of this Program involve:

Approving techniques to determine the concentration of alcohol in blood, urine and breath

Approving techniques to determine the concentration of drugs in blood and urine

Approving evidential breath testing instruments

Devising protocols to insure the proper and consistent operation of evidential breath testing instruments

Overseeing the certification of Simulator Solutions used in evidential breath testing

Promulgating basic requirements for personnel performing breath, and blood or urine testing for alcohol, and blood or urine testing for alcohol or drugs

Promulgating basic proficiency requirements pursuant to breath, and blood or urine testing for alcohol, and blood or urine testing for alcohol or drugs

Promulgating basic requirements for the retention of records and specimens pursuant to breath for alcohol, and blood and urine for alcohol or drugs
-
Issuing permits for breath, and blood or urine testing for alcohol, and blood or urine testing for alcohol or drugs
-
Revoking permits from permit holders who fail to comply with OAC 3701-53-01 through 10
Services
The Alcohol/Drug Testing Approval and Permit Program routinely provides expert testimony in support of OAC 3701-53-01 through 11. It also participates in education programs pursuant to alcohol and drug testing and regulation.
