This agreement gives local hospitals and health care facilities the ability to set up and manage new user accounts within their jurisdiction. The  health care facility (HCF) administrator agreement should be signed by the hospital user responsible for setting up users and the hospital administrator and returned to the ODRS administrator.  The LHD administrator can also set up hospital users.
