EPA’s Handbook for Managing Onsite and Clustered (Decentralized) Wastewater Treatment Systems


This handbook goes in depth explaining management tools and information for implementing EPA’s management guidelines. Includes tools like how to identify stakeholders and their roles, how to evaluate an operation and maintenance tracking program, and how to fund management activities with specific possible funding sources. In addition, the Handbook also includes fact sheets regarding public education and participation, performance, inspection and monitoring, certification/licensing, operation and maintenance, recordkeeping, and financial assistance and funding.   


EPA’s Voluntary National Guidelines for Management of Onsite and Clustered (Decentralized) Wastewater Treatment Systems



These guidelines are aimed to enhance the performance and reliability of decentralized wastewater treatment systems through improved management programs. The Management Guidelines will help improve system performance by encouraging institutionalizing the concept of management; raising the quality of state, tribal, and local management programs; and suggesting minimum levels of activity.


EPA’s Onsite Wastewater Treatment Systems Manual



This design manual is a very detailed guidance on the design, construction, and operation of onsite wastewater treatment systems. It also discusses specific issues related to operation and maintenance tracking programs such as program goals, public outreach, questions the public will have, how to implement performance requirements and evaluations, listing activities LHDs should consider in setting up certification and licensing, how frequent and type of monitoring is appropriate, how to implement operation and maintenance oversight programs, and listing broad funding options.

National Pollutant Discharge Elimination System (NPDES) Overview

A discharging sewage treatment systems treats and then discharges treated effluent to a stream, ditch or other surface water body.  An National Pollutant Discharge Elimination Systems (NPDES) permit must be obtained from the Ohio Environmental Protection Agency (Ohio EPA) Division of Surface Water whenever there is a discharge of treated or partially treated water to a surface water of the State.
