The Ohio Department of Health's Bureau of Survey and Certification, conducts Medicare/Medicaid certification surveys of Ohio’s 436 ICFs/IID. An ICF/IID provider is responsible for all aspects of care for the individual, including financial matters, transportation, rehabilitation, and medical needs. To qualify for Medicaid reimbursement, ICFs/IID must be certified and comply with the Federal standards (referred to as Conditions of Participation, found in Federal regulations at 42 CFR Part 483, Subpart I, Sections 483.400-483.480).
The Bureau of Survey and Certification ensures individuals are receiving needed active treatment services by conducting on-site inspections/surveys for compliance with state and federal rules and regulations in ICFs/IID. Each ICF/IID facility in Ohio receives at least one unannounced inspection/survey every 9-15 months survey cycle. The office also investigates complaints related to an individual’s rights, quality of care, quality of life, staffing, abuse, dietary and environmental concerns.
When an ICF/IID does not comply with rules and regulations, an enforcement action may be initiated to terminate the facility’s Title XIX Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID) certification.
